After months of presentations made by the Footwear Industry Association together with manufacturers in the sector, the national authorities decided to open a new anti-dumping investigation to Chinese footwear and maintain the application of the minimum FOB of USD 13.38 per pair, while the examination is carried out.
With the publication of Resolution 734/2020 in the Official Gazette on December 16, 2020, the antidumping investigation was officially opened to footwear from China before the expiry of the existing measures that governed until 17 December 2020.
In fact, this resolution begins a new investigation during which anti-dumping measures that have been applied since 2010 and were renewed in December 2015 will remain.
The presentations were led by the Footwear Industry Association of Buenos Aires and accompanied by footwear manufacturers who attached their individual presentations, with the technical and professional contribution of specialized consultants. Additionally, there was institutional support from the Shoe Chambers of Córdoba and Santa Fe, the Trade Union of Footwear Industry Workers (UTICRA), the Chambers and Associations of the value chain, and the Industrial Entities.
The opening of the investigation was possible thanks to the accompaniment of the companies that made the individual presentations, in the stage prior to the opening, in the midst of an unprecedented and especially complex situation in economic and administrative terms derived from the COVID 19 pandemic.
With the opening of the investigation, a new stage begins where the legal and procedural steps established by the World Trade Organization and national regulations will continue to be fulfilled.

Dumping is an internationally condemned trade practice and is to export products to third markets below the selling price in the producing country. To prove the existence of dumping and the damage it produces to an industry, an investigation procedure is followed in accordance with requirements established by the World Trade Organization and reflected in local regulations.
