Stricter controls on parcel imports


The measure arises from the growth of this shipping modality, which affects various segments of the local industry.

The Ministry of Trade ruled that footwear and other risk products may no longer enter through postal shipments or express services under simplified declaration, a common modality for small e-commerce shipments.

The regulation was formalized by General Circular No. 2025/11 of 20 October 2025. From now on, footwear, leather goods and toys may only enter with full customs clearance, even when they come from the European Union, despite the EU-Turkey Customs Union being in force. The measure seeks to strengthen control over shipments that usually received less inspection, such as lower-value consignments, according to World Footwear.
